Achieving improvements in population level health and wellbeing requires collective efforts over a sustained period from a range of partners.
However, it is sometimes difficult to know whether collective efforts are achieving the intended effect. This is where the Victorian public health and wellbeing outcomes framework can help.
Victorian public health and wellbeing outcomes framework
The Victorian public health and wellbeing outcomes framework enables monitoring and reporting on collective efforts to improve health and wellbeing over the long term.
The Outcomes framework provides a comprehensive set of public health and wellbeing outcomes, indicators, targets and measures for our major population health and wellbeing priorities and their determinants. Where data is available, the Outcomes framework also enables assessment of health and wellbeing inequalities.
Victoria's public health and wellbeing targets
The Outcomes framework includes Victoria's health and wellbeing targets (mostly to be achieved by 2025):
- 25 per cent decrease in premature deaths due to chronic disease
- Halt the rise in diabetes prevalence
- 20 per cent decrease in deaths due to road traffic crashes by 2020
- Virtual elimination of HIV transmission by 2020
- 20 per cent increase in resilience of adolescents
- 10 per cent increase in sufficient physical activity prevalence of adults
- 20 per cent increase in sufficient physical activity prevalence of adolescents
- 5 per cent decrease in prevalence of overweight and obesity in adults
- 5 per cent decrease in prevalence of overweight and obesity children
- 30 per cent decrease in smoking by adults
- 30 per cent decrease in smoking by adolescents
- 10 per cent decrease in excess alcohol consumption by adults
- 10 per cent decrease in excess alcohol consumption by adolescents
- 95 per cent coverage of school entry immunisation
- 25 per cent more Year 9 students will reach the highest levels of achievement in reading and maths
- 25 per cent of the state's electricity from Victorian-built renewable generation by 2020 and 40 per cent by 2025.

The Victorian public health and wellbeing outcomes framework data dictionary provides detailed technical specifications for every measure identified in the Outcomes framework, specifically:
- rationale for inclusion
- definition of the measure (including numerator, denominator and mode of reporting)
- data source(s) and availability (including baseline year)
- what data breakdowns are available from each data source
- comparability with other state, national or international data
- links with other measures in the Outcomes framework
- further information (where relevant).
Victorian public health and wellbeing progress report
The Victorian public health and wellbeing progress report summarises progress against selected indicators in the Victorian public health and wellbeing outcomes framework.
The report provides a snapshot of how the Victorian population is faring with respect to key indicators of health and wellbeing:
- healthy eating
- active living
- tobacco-free living
- alcohol and drug use
- mental health
- injury prevention
- sexual and reproductive health.
The progress report identifies where improvements have been achieved and ongoing areas of concern. It is important to note that population level change is not expected to occur rapidly.
There are significant challenges in maintaining and continuing to improve the health and wellbeing of all Victorians. Overcoming these challenges requires a collective and sustained effort from government and non-government organisations, businesses, health professionals, communities, families and individuals.

Evidence-based guidance to support action in the four focus areas and other priorities of the Victorian public health and wellbeing plan 2019-2023 in early childhood settings and schools, local government, health and human services and workplaces is available from this site.
