Victorian Role Delineation Framework

Defining the role of different types of health service sites in Victoria

The Victorian Role Delineation Framework (Framework) defines the role of different types of health service sites, with the goal of creating a more collaborative, integrated, and transparent health system. A first in Victoria, it was developed in response to the Health Services Plan and has been specifically designed to reflect the uniqueness of our health system.

The Framework describes:

  • the scale and complexity of care that each type of health service site delivers
  • the types and scale of communities that each health service site serves.
  • at a high level, the responsibilities of each type of health service site for care delivery and collaboration within its Local Health Service Network (Networks).

The Framework helps health service sites within Networks deliver high-quality and safe care by recognising the unique role that each site contributes to a patient’s journey and their care.

The Framework will support health services to provide a seamless and consistent patient experience across the health system, ensuring that Victorians receive the best care as close to home as possible.

Health services helped shape the Framework by giving feedback between late-2024 and early-2025. It will continue to be updated over time to match new health needs and practices.

How Local Health Service Networks will use the Framework

The Department of Health will work with each Network and its member health services to confirm the role of their sites in the system through the Network-wide clinical service planning.

The clinical planning process will consider individual health site circumstances, such as:

  • community need
  • demand for services
  • the capability levels of each site in providing safe, high-quality care consistent with capability frameworks.
