Licence and permit applications

Access the licensing portal for:

  • Licences to enable organisations in Victoria to supply scheduled substances (and possibly to enable manufacturing prior to supply)
  • Permits to enable organisations in Victoria to possess scheduled substances for a variety of reasons. This may be for the provision of health services (where multiple health practitioners working for a single organisation access shared storage facilities), or for industrial or research activities.

Scheduled substances are those listed in the Australian Poisons Standard.

Fees and application timeframes

How applications are assessed

The department assesses new applications and requests to change existing licences or permits to determine an organisation's capacity to comply.

Assessments may include:

  • inspection of the applicant’s corresponding premises
  • review of the applicant’s security and storage arrangements
  • review of the applicant's relevant processes (such as those for record-keeping, access and supply)
  • assessment of whether the applicant is fit and proper, see Fit and proper persons requirements.
