In 2021, the Royal Commission into Victoria’s Mental Health System set out a clear vision for change. Its report laid out 74 interim and final recommendations, which together form Victoria’s 10-year reform journey. The report called for a mental health and wellbeing system that is easier to access, better connected, and more responsive to the needs of Victorians.
Five years of mental health reform
Over the past five years, delivering on these recommendations has been a key priority of the Victorian Government. Victoria has made significant progress in building a more accessible, sustainable, connected and community-based system.
Our work does not stop here. The Next Phase of Reform sets a clear roadmap for delivering lasting change across the mental health and wellbeing system. It will be delivered in partnership with people with lived and living experience, families and carers, alongside sector and community stakeholders.
Our mental health system will continue to evolve as we improve access to care and strengthen equity of services. We want to ensure every Victorian - now and in the future - can receive the care they need, close to home.
Mental Health and Wellbeing Reform Progress Report
The Mental Health and Wellbeing Reform Progress Report 2026 highlights the progress we have made since the Royal Commission’s final report. It brings together work across government, the mental health and wellbeing sector, and community partners. The report highlights what has been achieved to date, what work is underway, and where work continues, as of May 2026.
