About the reforms
In February 2026, the Victorian Government announced reforms that aim to improve access to attention deficit hyperactivity disorder (ADHD) care for Victorians.
Across September and October 2026, an initial cohort of general practitioners (GPs) undertook training to enable them to safely diagnose and treat ADHD in both adults and children aged 6 years and over.
In addition, the Virtual Emergency Department (VED) now provides short-term access to ADHD prescriptions for people with an existing ADHD diagnosis who require urgent access to medication and cannot access their usual treating clinician. The service is designed to act as a safety net, not a replacement for routine or ongoing ADHD care.

GP training
GPs who completed the online learning modules and two-day training workshop can now diagnose ADHD and prescribe ADHD medications.
Initially, the Royal Australian College of GPs (RACGP) training program is the only endorsed training recognised for GPs to diagnose ADHD and initiate ADHD medications in Victoria.
Options for recognising prior learning may be considered as part of any future expansion of the training program.

Wait times and costs
As demand for ADHD assessments remains high, appointments may not be immediately available in all areas and some patients may experience wait times.
ADHD assessments usually involve more than one appointment, and out-of-pocket costs will vary between practices.

Information for GPs
Issuing of an ADHD treatment instruction
An ADHD practitioner* will be able to issue an ADHD treatment instruction for the prescribing of psychostimulants to another registered medical practitioner or nurse practitioner.

Verifying an ADHD treatment instruction
An ADHD practitioner* issuing a treatment instruction will be required to identify themselves as an ADHD practitioner and provide details of the endorsed training they have completed.
ADHD practitioner* status will be linked to the individual practitioner, rather than to a provider number.

Schedule 8 permit changes
A Schedule 8 permit is no longer required to prescribe psychostimulant medicines for the treatment of ADHD in non-drug-dependent patients where there is a valid ‘ADHD treatment instruction’ from a paediatrician, psychiatrist or ADHD practitioner.

Use of SafeScript
Stimulants for ADHD will continue to be monitored through SafeScript. It will continue to be mandatory for GPs to check SafeScript prior to writing or dispensing a prescription for medicines monitored through the system.

*An ADHD practitioner is a specialist GP who has undertaken specific training in ADHD assessment and diagnosis. The term ADHD practitioner is defined in the Drugs, Poisons and Controlled Substances Amendment (ADHD Treatment) Regulations 2026 | legislation.vic.gov.au and means a registered medical practitioner belonging to a class approved by the Secretary in accordance with regulation 159AA.
