Safety and the local area
The Department of Health and cohealth recognise the importance of safety and local amenity for residents, traders, workers, visitors and people using the service.
The building has been designed and will be operated to support safe, purposeful engagement with health and social services. This includes a large reception and waiting areas, staffing and site management arrangements, and coordination with local partners to identify and respond to any issues if they arise.
People will only be able to access the service on Flinders Street, with no access from Degraves Place. Illicit drug use will not be permitted in the Hub or in its immediate vicinity.
Outside Flinders Street Health’s operating hours, cohealth’s outreach teams can be contacted to respond to concerns and provide support in the CBD.
cohealth will work with the Department of Health, City of Melbourne, Victoria Police and other local services to monitor safety and amenity, respond to any concerns and support positive outcomes for the community.
A CBD Reference Group has been established to bring together local health and social support organisations, businesses and residents’ groups to support coordination, share information and identify local concerns in Melbourne’s CBD. This group includes representatives from the council and local trader and resident groups.
Working with the community
The Department of Health and cohealth are continuing to share information and hear from people and organisations in Melbourne’s CBD.
Engagement activities include:
- the CBD Reference Group
- information from local residents and traders
- direct briefings with stakeholders
- community information sessions and tours
Residents, traders, service partners and other stakeholders are welcome to tour the service to find out more. Find out more about tours on cohealth’s website.
Is Flinders Street Health a supervised injecting room?
Flinders Street Health is a community health and support service. It is not a Medically Supervised Injecting Room.
The service will provide health care, mental health support, alcohol and other drug treatment, counselling, outreach and social support. Illicit drug use is not permitted or allowed at or around the Hub.
The Victorian Government has no plans to establish another supervised injecting room in Victoria.
Hydromorphone clinical implementation trial
In future, Flinders Street Health will include a separate space for a small, time-limited hydromorphone clinical implementation trial.
Hydromorphone can be used under clinical supervision to treat opioid dependence when a person’s needs have not been met by other available treatments. The treatment is intended to reduce illicit opioid use and support improved health and social outcomes.
The trial is intended for a small number of eligible adults with severe opioid dependence who have not benefited from available treatment options. Participation will be voluntary, subject to clinical assessment, and provided in a supervised clinical setting.
The trial will be separate from the main Flinders Street Health services. It is not a medically supervised injecting service.
Clinical, eligibility, referral and governance arrangements are still being finalised. More information will be provided before the trial begins.

Why Flinders Street Health is needed
People experiencing substance use, homelessness, mental health challenges, family violence, social isolation or other complex issues often face barriers to accessing mainstream services. This can lead to poorer health outcomes and more visible public health and safety impacts in the CBD.
Flinders Street Health will provide a coordinated pathway to healthcare, treatment, practical support and other services.
By meeting people’s needs earlier, services like Flinders Street Health can reduce drug-related harms, improve health outcomes and reduce the need for emergency responses, contributing to a safer and more welcoming CBD.
The Statewide Action Plan
Flinders Street Health is part of the Victorian Government’s Statewide Action Plan to save lives, reduce drug harms and give more people the care they need in the CBD and across Victoria. The service will be run by cohealth.
The Statewide Action Plan takes a health-led approach to:
- save lives
- reduce drug harms
- make treatment, health care and social support easier to access
- connect people with care in Melbourne’s CBD, suburbs and regional Victoria.
