Final report: Key findings and recommendations

In July 2020, Ken Lay AO APM was appointed to lead an independent consultation with stakeholders, including residents, traders, health experts and people who inject drugs on the establishment of a Medically Supervised Injecting Service in the City of Melbourne.

He conducted his work between July 2020 and May 2023, when he delivered his final report to Government – containing 9 recommendations regarding drug harms in the City of Melbourne.
