The information and analysis in this document presents a compelling case for community based mental health service reform. It indicates that there are structural challenges to the way these services are organised, the way in which funding is allocated and accounted for, the rigidities of historically defined program streams, and the incentives for joining up effectively with other services. This consultation paper proposes what these changes could look like to deliver better targeted, better planned and better coordinated services that respond more effectively to individual needs.
