This is the final report on the evaluation of the Victorian Government's Drug Initiative (VGDI). The evaluation terms of reference were to assess the overall effectiveness of the VGDI, the broader health and social impact of VGDI, the economic impact of VGDI and implications for the future development of Victoria's strategic response to its drug problems.
