Functions of VCCAMM

The key functions of the Victorian Consultative Council on Anaesthetic Mortality and Morbidity (VCCAMM), as outlined in s.38 of the Public Health and Wellbeing Act 2008, are to:

  • monitor, analyse and report on matters specified for the council
  • consider, investigate and report on any matter specified by the Minister for Health or the Secretary of the Department of Health & Human Services
  • liaise with other consultative councils on any matter relevant to the functions of the council
  • improve public health and wellbeing by publishing and disseminating relevant information and practical strategies identified by the council for performing its functions
  • publish an annual report on the activities of the council
  • perform any function specified in the order that established the council
  • perform any other prescribed function
  • collect information for the purpose of performing these functions.

During the 2015-18 term, VCCAMM will:

  • review and monitor anaesthetic related mortality and morbidity through the promotion of voluntary reporting of cases by medical officers, hospitals and other sources such as the Coroners Court of Victoria
  • monitor and interpret trends of anaesthetic mortality and morbidity
  • identify systemic issues that may challenge the quality of care and outcomes for anaesthesia and identify opportunities for system-wide improvement to support the work of the department
  • provide strategic advice and recommendations to improve the performance of anaesthetic services in Victoria
  • advise on specific matters referred to the council by the Minister for Health and the department as required.

Support from specialist organisations

VCCAMM receives strong support from both the Australian and New Zealand College of Anaesthetists (ANZCA) and the Australian Society of Anaesthetists (ASA).

The council also works collaboratively with the Victorian Surgical Consultative Council and the Consultative Council on Obstetric and Paediatric Mortality and Morbidity. There is a specific provision under the Public Health and Wellbeing Act for the sharing of confidential information between the three councils.
