Improving forensic mental health care at the Thomas Embling Hospital

The 2021-22 Victorian State Budget will include funding for a major upgrade of the Thomas Embling Hospital in Fairfield.


The Thomas Embling Hospital is a secure forensic mental health hospital, providing care and treatment for people living with a serious mental illness in, or at risk of entering, the justice system.

The Thomas Embling Hospital upgrade will be led by the Victorian Health Building Authority.

This year’s Budget will invest $349.6 million to deliver 82 new secure mental health beds.

These will include a dedicated 34-bed women’s precinct and a 48-bed medium security men’s facility. The project will also reduce wait times for mental health assessment and treatment, support rehabilitation and recovery.

One-in-three Victorian prisoners are assessed as having mental health treatment needs. The expansion of the Thomas Embling Hospital will mean more people at risk can access the mental health services they need in a safe and secure environment.

The project is one of 65 recommendations made by the Royal Commission into Victoria’s Mental Health System.
