Patient-centred surgery: Strategic directions for surgical services in Victoria's public hospitals, 2010–2015
Patient-centred surgery: Strategic directions for surgical services in Victoria's public hospitals in 2010-2015 sets out how Victoria's public hospital surgical services will be developed over the next five years. The strategic directions are about meeting patient and community needs. Successful implementation of the strategic directions will result in better access and shorter waiting times for patients needing surgery.
Elective Surgery Access Policy (ESAP)
The
Elective Surgery Access Policy (ESAP) - July 2009 provides policy direction for managing elective surgery patients across Victorian public hospitals.
The following resources have been developed to assist health services to implement the policy amendment.
- Why treat in turn works - This paper provides information about the benefits of treatment in turn and includes a case study.
- Self-assessment tool - This checklist focuses on four key areas: processes, people, data, and communication and reporting, for health services to assess themselves against the implementation of the Treatment in Turn policy.

Elective Surgery Access Service (ESAS)
Elective Surgery Access Service (ESAS) aims to provide a streamlined system for transferring
elective surgery patients from health services that are unable to treat them within clinically appropriate
timeframes, to health services with the capacity to offer rapid treatment.- The information provided in the
Elective Surgery Access Service business rules should be read in conjunction with the
Elective Surgery Access Policy 2009.
Circumcision Guidelines
From 2007 Victorian public hospitals have provided circumcision of males for medical reasons only. Public hospitals will continue to provide male circumcision where there is an identified need for surgery to improve the patient's physical health.
The medical reasons for male circumcision include:
- Phimosis - A condition that prevents the retraction of the foreskin, which is either congenital or the result of infection.
- Recurrent Balanoposthitis - A generalised inflammation of the penis occurring as a complication of bacterial or fungal infection.
- Paraphimosis - A condition characterised by an inability to replace the foreskin in its normal position after it has been retracted, which is caused by a narrow or inflamed foreskin.
