The project set out to investigate the potential to improve the efficiency and relevance of data collection and reporting for SRHSs through streamlining Department of Human Services (DHS) requirements. Streamlining could include reducing the number or volume of reports as well as simplifying and consolidating the data collection and reporting process. Small rural health services guide 2003-04The Guide is the key information resource for Small Rural Health Services (SRHSs) and the Department in the first year of the new funding and accountability approach for SRHSs. It sets out the policy objectives, approach to reform, and changes for 2003-04. The Guide also contains an overview of the 67 SRHS agencies and the funding in scope for 2003-04, as well as some sample documentation.
Small rural health services guide 2004-05 updateThe document below is an information update to the Small Rural Health Services Guide 2003-04. It contains information about any changes that have occurred within the new approach and also reinforces the key components relevant to Small Rural Health Services.
New funding and accountability approachA new funding and accountability approach for small rural health services (SRHSs) is being introduced from 2003-04. The changes aim to:
The new funding and accountability approach will give funded agencies more flexibility in determining service type and volume, and therefore more opportunity to tailor service responses to local community need. It will also change the nature of DHS-agency relationships, moving from a focus on very detailed, program-specific funding and target issues to a focus on service mix, local needs and 18 December, 2008ncrementally over a two to three year period, with some changes introduced, tested and monitored during 2003-04 and adjustments and further development planned for 2004-05 and beyond. In 2003-04, this approach will apply to 67 agencies across rural Victoria that deliver a range of health services and have all sites/campuses located in towns with a population of less than 5,000. The agencies that fall into this category are primarily Group D & E Hospitals (including Multi-Purpose Services and Healthstreams) and Bush Nursing Centres, plus a small number of stand-alone community health services. Information sessions were held with SRHS agencies in all rural regions in May 2003.

SRHS forum - February 2004A Small Rural Health Services forum was held in Melbourne on 23 February 2004, Melbourne. The purpose of the forum was to give SRHS agencies an opportunity to share experiences. Three SRHS agencies gave presentations about how their organisations were changing, which provided the basis for discussion.
