TABLE OF CONTENTS
The Office of Regulation Reform within the Department of Business and Employment was commissioned by the Department of Health & Community Services in December 1995 to undertake an Impact Assessment Study of the proposals concerning deregulation of most planning controls outlined in the Discussion Paper, The Role of Government in Regulating Private Hospitals.
The report assesses the effectiveness of the current regulatory framework governing the private hospital sector, the impact of the proposed deregulation on the public and private hospital sectors, private health insurance funds and consumers. The study also examines regulation of the private hospital sector in other states and transitional issues associated with deregulation such as compensation and staging.
The report was researched and prepared by Martin Oakley, Sandra Denis and Geoff Hargreaves. The Office of Regulation Reform would like to acknowledge the assistance of Sharon Willcox, Program Manager and Katie Karanika, Project Officer from the Health Financing, Acute Health Services Division, Department of Health & Community Services.
