Overview

The forum on the revision and future of Victoria's Service Coordination Tool Templates convened on the morning of Wednesday 26 November was an opportunity for those with an interest in service coordination and e-health to learn about the changes that have been made to the tool templates as part of the current revision. It was also an opportunity to learn about:

  • the future of the tool templates;
  • the current revision of the Victorian Statewide Referral Form (the tool used across Victoria to support referral from General Practice);
  • e-referral and HL7 messaging; and
  • progress of the department's data and information reform work.

More than 130 people attended the forum. A large number of those who attended were vendors of patient / client management applications to the health and human services sectors – including vendors working in the GP space - and vendors of e-referral systems. Representatives of health and human services agencies, Victoria’s Primary Care Partnerships, the regional ICT Alliances, numerous peak bodies, and both state and commonwealth government also attended.

Jonathan Ashley, Information Management Strategy Unit, and Antonio Abbenante, Office of Health Information Systems, delivered the key note presentations.

Jonathan's key note presentation focused on the DHS Information Management Strategy and the work of his team, and DHS’ Data Management Advisory Committee, in easing the data burden of funded organisations, systems suppliers and DHS itself through data collection. Jonathan’s presentation also highlighted the many benefits of common data dictionaries including the improved efficiency in data capture, storage, and transmission.

Antonio’s key note presentation made clear the important role of the SCTT and the VSRF in sharing standard information between health and human services providers and re-emphasised the role of the current e-referral systems in delivering application functions, and standard data messaging structures to enable application to application business continuity for e-referral. In addition Antonio’s presentation detailed how the HealthSMART CareDIRECT Project is challenging,proving, and defining the relevant business processes, generic application functions, and messaging structures to enable the SCTT and the VSRF to be used in a HL7 messaging environment across Victoria.
