The updated templates are known as SCTT 2006. A range of documents and specifications have been developed to support the implementation of SCTT 2006. SCTT 2006 FormsThe most efficient way to use the SCTT 2006 in an electronic format is to have the templates incorporated into your agencies client management system as described in the functional specifications document. Where this is not possible or feasible there are a number of alternatives that you may wish to use including: interactive word, PDF, and Access The interactive word templates were developed using ‘verdana’ font. To download the templates successfully so that the format is maintained you will need to be using a version of ‘Microsoft Word’ that has the verdana font available. If you are not sure whether you have verdana available on your system you can check by opening a blank document in word and then going to the font menu to see whether verdana is available as a font option. If it is not available we suggest you speak to your IT support so that they can install the verdana font for you. When you are saving the templates to your system for ongoing use we suggest that you create a new folder within your templates folder called ‘Service Coordination’ and save them into that folder as a ‘.dot’ so that you can access them easily and save changes more efficiently. Creating a ‘Service Coordination’ folder will ensure that a ‘Service Coordination’ tab appears amongst the other template category tabs when opening a new word document. If you are not familiar with how to save documents in your templates folder you may need assistance from your IT support. SCTT 2006 forms are available as Adobe Acrobat files and MS Word (.dot) templates. SCTT 2009 forms are available as Adobe Acrobat files and MS Word (.dot) templates.

SCTT 2006 Access DatabaseWe are in the process of developing an Access version of SCTT 2006 (as a replacement for the current access version) to support agencies that do not have the templates embedded in their client management systems. Agencies who choose to use this version of the templates will need to have the in house expertise to support the product and to trouble shoot any IT issues that may arise. We will post information in the Primary Health Weekly Bulletin when this work has been completed. Agencies will then be expected to submit a request for the access version, which will then be sent out in a CD format for loading. SCTT 2006 GuidelinesThe SCTT 2006 guidelines have been developed to support the implementation of the SCTT 2006. There are two parts to the guidelines: the Service Coordination Tool Templates 2006 user guide and the Service Coordination Tool Templates 2006 reference guide. The Service Coordination Tool Templates 2006 user guide is a practical resource to assist in the use of the SCTT to facilitate service coordination. It provides an introduction to the SCTT and their place in service coordination; an overview of the templates; and a brief description of each template and guide to their use. Revision of the SCTT Guidelines – Consultation process The revision of the guidelines to the Service Coordination Tool Templates was undertaken by the Lincoln Centre for Ageing at La Trobe University and involved a thorough consultation process with officers of the Department of Human Services, representatives from Primary Care Partnerships, service providers and workers/practitioners. The revision of the SCTT Guidelines included a number of stages:
SCTT 2006 Code SetsThe code sets have been removed from the SCTT 2006. A separate document with the code sets has been developed. The Country of Birth, Preferred Language and Service Type code sets will be located as appendices in the guidelines. A complete set of SCTT 2006 also be found at "PCP SCTT data dictionary V3 codesets", available from the SCTT 2006 Data Dictionary section below. SCTT 2006 Data DictionaryThe current SCTT data dictionary and data model have been updated to reflect the changes to the templates.
SCTT 2006 Functional SpecificationsAs part of the revision project, functional specifications have been developed to support consistent collection, storage and output of Service Coordination Tool Template (SCTT 2006) data and information, including the generation of SCTT 2006 e-referrals. SCTT 2006 HL7 Messaging Implementers SpecificationsThis specification has been developed to enable vendors to implement SCTT HL7 messaging for electronic referral in accordance with the SCTT 2006 Functional Specifications. The messaging specifications are a key part of a suite of resources that have been provided to vendors to facilitate the implementation of SCTT 2006 in software. We highly recommend that the specifications be read and implemented in conjunction with the broader SCTT 2006 documentation. Before these messaging standards can be used at an agency level it is necessary to define messaging business process and business rules. These business rules are to a limited degree contained within the SCTT 2006 Messaging Implementers Specification. For example, the Specification defines mandatory fields required to accept a message and message acknowledgement requirements. Further work is currently being undertaken to define the SCTT 2006 messaging business process. It is anticipated that lead agencies under HealthSMART will have a role in developing a messaging business process and testing and refining business rules as part of broader testing for HL-7, in order to achieve a consistent state-wide approach. Agencies and vendors are advised to wait for additional information about these business rules before implementing SCTT 2006 HL7 referral messaging at an agency level. This is to prevent the possibility of having to later change software if the functionality is not consistent with the Statewide approach. In the meantime, the messaging specifications provide a resource for vendors to scope and plan for the implementation of HL7 messaging. Given the developmental nature of this work vendors are welcome to provide comments on the HL7 Messaging Implementers Specification.
Service Coordination Implementation UpdateThe Service Coordination Implementation Update (May 2003) provides an over of some of the initiatives that have supported electronic referral between the Primary Care Partnership member agencies. This document is currently being updated. The updated version of this document will be released in mid-2008.
TrainingInformation sessions covering the SCTT 2006 revision process and changes were delivered in all regions across the state during May and June 2006. Twenty-three sessions were provided with 1200 participants in total. A further session has been held at DHS Central Office (August) for those who missed the earlier sessions and it is planned to offer more sessions at later stages as the SCTT are fully embedded electronically in agency Client Information Management System software application.
