Overview
This is the second fact sheet about the revision of the Service Coordination
tool templates and it provides information about the governance arrangements
and consultative mechanisms for the revision. Information about Service
Coordination, the Service Coordination tool templates and guidelines and
how and why they are being revised is available in the first
fact sheet.
What are the governance arrangements for the revision project?
Overall responsibility for the revision project rests with the project
board, which consists of executives from the Department of Human Services.
To assist them in their decision making, the project board will draw
on the advice of a steering committee, which is being convened for
this purpose.
What is the role of the steering committee?
The steering committee has an important role to play in the revision
process. They will advise the Department of Human Services on all aspects
of the revision. More detail about the role of the steering committee can
be found in their terms of reference.

Steering Committee Terms of Reference
To work collaboratively to achieve the objectives of the revision of
the Service Coordination tool templates.
To contribute positively to discussion on various aspects of the revision
process including discussion about prioritisation of changes to the tool
templates, development of a workplan for revising the tools, consultation
with the sector on proposed changes, piloting of updated tools and implementation
issues including information management considerations.
To participate in working groups convened to consider and develop major
changes to the tool templates as relevant.
In conjunction with other project assurance mechanisms, including working
groups and the reference group, to provide advice to the project board
about the possible impact of proposed amendments of the tool templates
on Service Coordination practice.
Who is on the steering committee?
The steering committee needs to be able to work effectively and efficiently
and so a small group is being convened. The group will include six
people nominated by Primary Care Partnerships, four people from Department
of Human Services program areas, two people from within the Department
of Human Services with information management and information technology
and communications experience and two general practitioner representatives.
How can I nominate for the steering committee?
The process for selecting practitioner participants in the steering committee
is being managed through Primary Care Partnerships. Selection criteria
and terms of reference have been forwarded to the Primary Care Partnerships
Chairs to assist them with nominations. Practitioners interested in
participating in the steering committee should contact their local Primary
Care Partnership. Nominations for the Department of Human Services program
areas and information management/information communications technology
positions are being sought through the Department of Human Services executive
and the Division of General Practice Victoria has been asked to provide
the General Practice representatives. All nominations are due by 20 May
2005. The first steering committee meeting will be scheduled mid June 2005.
The revision is based on an annual cycle and at the end of the first cycle
the composition and terms of reference of the steering committee will be
reviewed as part of an overall review of the project processes. Therefore
at this stage membership of the steering committee is for a period of twelve
months.

How often will the steering committee meet?
It is expected that the steering committee will meet five times between
June 2005 and March 2006 to provide advice at key points in the project
although this may need to be amended according to the demands of the
project.
What are the other consultative mechanisms?
In addition to the steering committee, a reference group is being convened.
The reference group will include peak body representatives and other
interested parties. The reference group will meet several times to
discuss and provide comment at key points during the project. Items for
discussion will include what changes to the tool templates should be prioritised,
comments on the first draft of the tool templates and how the updated
tool templates should be piloted. The reference group will also be
convened to provide comment on the final draft of the updated tool templates.
All comments from the reference group will be fed through the steering
committee to be considered in their recommendations to the project
board.
There are also existing forums where comment will be sought at key points
during the project and these include the Primary and Community Health Consumer
and Carer Advisory group and the Department of Human Services Service Coordination
Implementation Group.
Are there any other groups being convened to assist with the revision
project?
In addition to the steering committee and the reference group, working
groups will be convened as part of the revision process. The role of
the working groups will be to consider and develop additions or amendments
to the tool templates for specific client groups or domains. Although
membership of the group will be determined by the work to be undertaken,
it is likely that these groups will include representatives from the Department
of Human Services program area leading the work and academics and practitioners
with expertise in the area. Depending on the complexity of the work to
be completed, working groups will operate for different lengths of time.
Reasonably simple pieces of work may only require a few meetings whilst
the development of an additional profile or other major projects may
run for more than twelve months. Working groups will be convened according
to need once the workplan is determined which will be dependant on the
outcomes of the submission process and available resources. See Fact
