This Framework outlines a model of service delivery based on a well-developed relationship with the general aged care system and increased level of community-based care. Aged persons often present with a range of complex needs and seek help from a wide range of agencies. This Framework addresses the issue of Aged Persons Mental Health Services developing a working relationship with aged care, Adult Mental Health Services and other service providers to build a system where continuity of care is achieved through consistent case management. This collaboration will be informed by the mainstreaming of mental health services and the development of metropolitan hospital networks.

This Framework builds on the policy direction outlined in the blueprint document Victoria’s Mental Health Service: The Framework for Service Delivery and sets the policy direction for the continuing reform program. This Framework identifies the major changes that have already taken place, catalogues each area mental health service and addresses the difficult issues surrounding customising needs and achieving better mental health outcomes.

Victoria’s Mental Health Service: The Framework for Service Delivery identifies child and adolescent mental health services as one of the three key mental health programs that will operate within each regional service system. The guidelines presented in this Framework provide the basis for a comprehensive regional planning process to enable resources to be maximised and new funds to be appropriately targeted, whilst ensuring the best possible standards of care for clients of child and adolescent mental health services. This Framework provides contracted agencies with a clear statement of the expectations of the Department as to the nature, location and type of services to be provided.
