Health Purchasing Victoria (HPV)

The Minister for Health, the Hon Daniel Andrews, MP, is seeking expressions of interest for appointment to the Board of Health Purchasing Victoria (HPV).

Health Purchasing Victoria (HPV) is established under section 129 of the Health Services Act 1988 (the Act). It is a public authority that represents the Crown.

The major function of HPV is to facilitate access to the supply of goods and services to public hospitals and other health services on best value terms. This includes the development of policies related to the supply of goods and services and the management and disposal of goods.

HPV consists of the following members appointed by the Governor in Council on the recommendation of the Minister.

(a) A chairperson who, in the Minister's opinion has knowledge of or experience in purchasing, logistics or supply chain management.

(b) The chief executive officer of a public health service (other than a public hospital referred to in paragraph (c)(ii).

(c) The chief executive officer of a public hospital that:

    (i) is listed in Schedule 1;
    (ii) was an old public hospital within the meaning of section 232 and became a public health service on or after 1 July 2004.

(d) A person employed in the department who is nominated by the Secretary to the department.

(e) A person employed in the Department administered by the Treasurer who is nominated by the Secretary to that Department.

(f) Between 3 and 7 people who, in the opinion of the Minister, have knowledge, skills or experience relevant to the functions of HPV.

Three positions will fall vacant at 30 June 2009 and expressions of interest are being sought for the positions at (a) a Chairperson, (b) Chief Executive Officer of a public hospital, and (f) Member.

In line with the government’s policy to achieve a target of at least 40 per cent representation of women on government bodies, women are encouraged to apply and to also register their interest on the Victorian Women’s Register maintained by the Office of Women’s Policy.

Suitable candidates will be selected based around the following key criteria:

  • an understanding of the issues associated with central purchasing of goods and services, and supply chain management in hospitals
  • qualifications, skills and experience relevant to the governance of a government statutory authority, including areas such as management, finance, law, e-commerce, human resources and strategic planning
  • an appreciation of the broader policy context surrounding the delivery of public health services.

Candidates are required to complete and submit the following documents:

  1. Application form
  2. Curriculum vitae summary form

Applicants shortlisted will also be required to submit the following forms:

  1. Declaration of private interests form
  2. Safety screening: Police check and proof of identity
  3. PSE letter from employer if applicant a public sector employee.

The closing date for applications is COB Friday 13 February 2009. A hardcopy and an electronic copy of these documents must be submitted.
