The 2004-05 State Budget provides a total investment
of $355 million for capital projects in human services. These projects
confirm the Government’s commitment to providing the infrastructure
to deliver high quality, accessible health and community services.

Super Clinics - $42 million
Building on an investment of $8 million for land acquisition, planning
and design work last year, the 2005-06 Budget allocates $42 million
to enable completion of enhanced community- based health services
providing specialist coordinated care and support for medical patients
at Super Clinics in Craigieburn, Melton and Lilydale.
The establishment of Super Clinics is consistent with the Metropolitan
Health Strategy and the Government's LFS 2002 commitments. The Clinics
will service expanding growth areas of Melbourne and respond to patients
multiple care needs in one place.
The Budget allocation includes an additional $10 million above the
LFS commitment to enable development of full scope Super Clinics
at all three sites.
The Government has committed $37.9 million to commence the first
stage of the redevelopment of the Royal Children's Hospital, addressing
immediate issues regarding the poor physical condition of some of
the patient areas. Stage 1 works will provide upgraded amenities
to support safe, efficient and acceptable care for the next ten years,
and include upgrading of inpatient wards on the seventh floor, the
Core Lab area, the kitchen, and visitor and staff areas. In addition,
funding will support detailed planning for future redevelopment of
the hospital.
Eastern Health Mental Health Redevelopment Stage 1 - $32.1 million
Funding is provided for Stage 1 of a project to increase the capacity
of Eastern Health to improve access to services, and meet service
gaps and growing demand in acute mental health services. The project
will relocate the 12-bed child and adolescent mental health inpatient
unit from Maroondah Hospital to Box Hill and construct a new 50-bed
adult acute mental health inpatient facility (an increase of 20 beds)
at Maroondah.
This funding will improve access to adult acute inpatient mental
health services to meet service gaps and growing demand, reducing
inappropriate stays in Maroondah Hospital emergency. Funding will
also improve the amenity for child and adolescent inpatients on the
Box Hill Hospital site, enhancing clinical outcomes through co-location
with other paediatric services.
Development of the new Knox Health
Care Facility - $30 million
$30 million is provided to construct a new 60 bed facility comprising
a 30 bed palliative care facility and a 30 bed geriatric evaluation
and management /rehabilitation facility. This new facility will provide
specialist aged care and complementary health care services for the
outer east region. Funding will also support an associated Ambulatory
Rehabilitation Centre and accommodation for the relocated Eastern
Palliative Care Team to improve continuity of care. The new Knox
Health Care facility will provide for complementary private sector
/ not-for-profit development, that may include after hours GP and
diagnostic services.
The Northern Hospital Redevelopment Stage 2a - $24.5 million
Funding of $24.5 million is allocated for the Stage 2 redevelopment
and extension of the Northern Hospital to reconfigure existing facilities
and develop additional services to meet the Hospital's health service
delivery needs through to the year 2010. This funding is provided
to support the construction of a new major extension providing 64
additional medical inpatient beds and new outpatients clinics, as
well as extensions to existing paediatric and emergency department
facilities. The funding also includes an extension of the co-located
Plenty Valley Community Health Service to provide physiotherapy and
podiatry facilities and a new multi-purpose room. This includes an
additional $4.5 million above the LFS 2002 commitment.
Funding is allocated to deliver a new 20-bed residential care facility,
providing community based accommodation. This funding will enable
the VRSS to provide ventilatory support to clients who do not have
appropriate domestic support and require accommodation and care,
including severely disabled patients living at home who need regular
respite care.
Mornington Centre Promoting Health Independence Stage 1a - $20
million
Funding is provided to construct the first stage of new facilities
at Mornington to provide sub-acute and aged care services. Stage
1a will purchase a new site in Mornington and provide 60 sub-acute
beds. This project addresses the LFS 2002 commitment to provide a
new rehabilitation and aged care facility at Mornington.
Metropolitan Food Services Redevelopment Stage 1 - $20 million
Budget allocation is provided for Stage 1 of the Metropolitan Food
Services Strategy to upgrade public health facility kitchens. This
funding includes a production kitchen at the Heidelberg Repatriation
Hospital to serve all Austin Health sites and the relocated Mercy
Hospital for Women, construction of a minor finishing kitchen to
service patient requirements at the Heidelberg Repatriation Hospital
and redevelopment of the finishing kitchen at Dandenong Hospital.
Royal Melbourne Hospital, Energy Infrastructure Project Stage 2
- $12 million
Building on investment in 2004-05, an additional $12 million is
provided in the Budget for Stage 2 works to ensure the safety of
patients, hospital staff and maintenance personnel in the Royal Melbourne
health precinct. This funding will minimise risks with and deficiencies
in the energy infrastructure at the Royal Melbourne Hospital, as
well as undertaking modifications to meet the energy infrastructure
requirements for the co-located Royal Women's Hospital.
Williamstown Hospital - $2 million
Funding is allocated to upgrade the Williamstown Hospital emergency
department and to undertake associated works.
Monash Medical Centre - Clayton Emergency Department Redevelopment
- $10 million
Funding is allocated to redevelop and expand the Monash Medical
Centre - Clayton Emergency Department to increase capacity and improve
integration of emergency services for adults, paediatric, obstetric
and mental health patients. The redevelopment includes 16 additional
treatment cubicles, establishment of a 10-bed short stay area and
a 4-bed chest pain evaluation area, a decontamination facility and
an infectious disease isolation area. The project will improve physical
separation of patient streams, including adult and paediatric patients,
and improve staff and patient amenity.
Maroondah Hospital Redevelopment Stage 2a - $10 million
The Budget provides investment for Stage 2a redevelopment at Maroondah
Hospital. This funding will be used to expand medical imaging, install
a new bed-capable lift and upgrade existing lifts, upgrade service
infrastructure and support associated external works upgrades. Funding
will also provide essential furniture, fittings and equipment to
fully support the Stage 1 redevelopment.
Austin Health Mental Health Services Redevelopment Stage 2 - $8.1
million
Funding is allocated for Stage 2 works to construct a new 25 bed
Secure Extended Care Mental Health Facility at the Austin Hospital
campus to relocate the current Bunjil House unit from the Heidelberg
Repatriation Hospital.
Eastern Health Central East Community Care Unit - $6.4 million
Funding is allocated to redevelop and expand the Central East Community
Care Unit by 10 beds to 20 beds. The funding will increase capacity
to provide medium to long term accommodation, clinical care and rehabilitation
for people with a serious mental illness and psychosocial disability.
Inappropriate admissions to acute inpatient mental health facilities
for people recovering from an acute mental health episode will be
reduced and residents will have an opportunity to learn or re-learn
everyday living skills necessary for their successful living in the
community.
Alfred Hospital Psychiatric Intensive Care Unit - $2.23 million
$2.23 million is provided for the redevelopment of the existing
psychiatric high dependency unit at The Alfred, enabling the transfer
of four psychiatric intensive care unit beds from the Heidelberg
Repatriation Hospital (Austin Health). The co-location of these beds
will achieve operational efficiencies and improved service delivery
outcomes, while the redeveloped facility will address functional
and design deficiencies, improve patient safety and enhance staff
supervision.
Metropolitan Ambulance Services - $1.2 million
The Budget allocates $1.2 million to establish two additional 24-hour
Metropolitan ambulance stations in Vermont South/Burwood East and
Mordialloc/Parkdale, to enhance stations in Melton and Sunbury to
accommodate additional crews, and to acquire two fully equipped ambulance
vehicles for each of the new 24-hour stations and one fully equipped
vehicle for each of the additional crews. This will support the maintenance
of ambulance performance in the metropolitan area to meet the continued
community demand for ambulance transport.
Doutta Galla Community Health Service Stage 2, Niddrie - $1 million
Funding is allocated for the purchase of seven dental chairs required
to open the new dental service in early 2006 at the new Doutta Galla
Community Health Service in Niddrie.
Rural Capital Works 2005 / 2006
Grace McKellar Centre - $50 million
The Government has made a significant commitment to improving services
for senior Victorians and this is continued with funding for the
next stage of redevelopment of the Grace McKellar Centre. This stage
includes construction of new facilities to accommodate 153 residential
aged care beds (including 45 complex care beds), construction of
the Community Rehabilitation Centre, medical imaging and cafeteria
and refurbishment of existing buildings for associated services (including
amenities, library and pharmacy). Also supporting the first stage
of redevelopment of accident and emergency facilities at Geelong
Hospital, this project phase will relocate the Barwon Health kitchen
to the Grace McKellar site.
Geelong Hospital Radiotherapy Services - $18 million
Funding of $18 million has been provided for the expansion and
refurbishment of the existing Andrew Love Cancer Centre facility,
including the construction of two new radiotherapy bunkers, expanded
patient, clinical and support accommodation and a new CT simulator.
The funds will also be used to replace outpatient accommodation and
client car parking to support the expanded services. This funding
is in addition to a Commonwealth Government contribution of $2 million.
Colac Area Health - Polwarth Nursing Home - $14 million
Funding of $14 million has been provided to redevelop aged care
facilities at the Colac Hospital. The redevelopment will include
demolition and construction works to provide a new 75-bed residential
aged care facility.
Latrobe Regional Hospital - Cancer Treatment Centre - $11 million
Funding of $11 million is allocated to establish a Cancer Treatment
Centre at the Latrobe Regional Hospital to deliver more accessible
and coordinated cancer treatment services. This funding is in addition
to a Commonwealth Government contribution of $10 million. The Centre
will include: a new radiotherapy facility, comprising two bunkers;
expansion and co-location of chemotherapy services; and relocation
of dialysis and oncology specialist clinics to new premises within
the radiotherapy and chemotherapy precinct.
Yarrawonga District Health Service Redevelopment - Nursing Home
and Acute Services - $10.5 million
Funding for the redevelopment of the Yarrawonga District Health
Service is provided as part of the Government’s ongoing commitment
to the upgrading of aged care facilities. The project involves: the
construction of a new 30-bed residential aged care facility; commencement
of the staged redevelopment of the acute services building, including
the construction of a new 21-bed inpatient ward unit; and other related
temporary and site infrastructure works. This project is a component
of the $70 million commitment in LFS 2002 to “rebuild Rural
Nursing Homes”.
Redevelopment and upgrade of community based Supported Accommodation
- $10 million
Funding has been provided to undertake priority upgrade and redevelopment
works in government owned Disability Services’ Community Residential
Units. The investment will fund a broad range of high priority works
identified in a fabric audit conducted in 2003. These measures are
aimed at improving the quality of accommodation for residents and
safety for staff.
Maryborough District Regional Health Redevelopment Stage 2 - $9.5
million
Funding has been made available for works that will substantially
redevelop existing facilities at Maryborough Hospital to provide
a fully integrated flexible health service. Stage 2 of the redevelopment
includes: reconfiguration of existing acute wards and new construction
to provide 35 multi-day acute beds, 6 same-day acute beds and 3 dialysis
places; upgrade of accident and emergency, birthing, medical records,
pharmacy and dental, relocation of allied health and community health;
and provision of a new rural ambulance facility.
Latrobe Regional Hospital - Latrobe Valley Community Mental Health
Centre, Traralgon - $8 million
Funding is allocated to redevelop the former Traralgon Hospital
site to establish the Latrobe Valley Community Mental Health Centre.
The Centre will provide a range of integrated mental health services
for the Gippsland region. The project involves relocation of the
Latrobe Valley Community Mental Health Centre, and the Regional Mental
Health Medical and Support Services to purpose-built facilities and
the provision of a new purpose-built 14 bed Regional Community Residential
Care Unit.
Echuca Regional Health Acute Redevelopment - Theatres - $7.7 million
$7.7 million is allocated to initiate the first stage of redevelopment
of acute facilities at the Echuca Regional Health site. Stage 1 involves
redevelopment of the Operating Theatre Suite, Central Sterile Supply
Department, Day Procedures and Mortuary, relocation of the Pathology
Unit and associated works.
Seymour District Memorial Hospital - $5 million
An allocation of $5 million is provided for the construction of
a new 30-bed residential aged care facility and associated site works
at the Seymour District Memorial Hospital. This project is a component
of the $70 million commitment in Labor’s Financial Statement
2002 to “rebuild Rural Nursing Homes”.
Goulburn Valley Dental Health Services Shepparton - $3 million
Funding is provided at Goulburn Valley Health Service to support
a new rural dental clinical school with an expanded number of dental
chairs. The project will establish a new 12-chair dental facility
at Goulburn Valley Health and an additional chair at Rumbalara Aboriginal
Co-Operative. Rural ambulance services vehicle replacement Funding
of $2.5 million is allocated to meet immediate ambulance replacement
needs in rural Victoria.
Rural Ambulance Services Vehicle Replacement - $2.5 million
Funding is provided for 22 new vehicles to meet immediate ambulance
replacement needs for Rural Ambulance Victoria.
Ambulance services expansion - $5 million
Capital funding is provided in this year’s Budget to expand
ambulance service infrastructure. Funding will support the enhancement
and expansion of ambulance services in Ballan, Brimbank, Broadmeadows,
Geelong, Glen Iris and Kangaroo Flat. Funds will also be invested
in new vehicles and medical equipment for the Community Emergency
Response Teams at Nangiloc, Nagambie, Birchip, Boort and Lang Lang.
These teams provide basic life support and first aid care in the
local community until the ambulance arrives.
Statewide Projects
Medical Equipment Program - $35 million
The Budget allocates $35 million for the replacement, upgrade and
expansion of medical equipment across the public health system. The
funding will replace essential medical equipment and allow the introduction
of technological advances. Provision of up-to-date medical equipment
will improve patient care through timely and earlier diagnosis and
the use of less invasive clinical techniques.
Statewide Infrastructure Renewal - $20 million
Capital funding is provided to support the continuation of statewide
infrastructure renewal projects to improve the quality and standard
of infrastructure assets across Victoria and support clinical outcomes
in the delivery of acute health and aged care services.
Ambulance Vehicle Replacement Program - $3.68 million
The Budget provides additional funding of $3.68 million for the
replacement program of 36 stretcher vehicles to complete the planned
replacement of 229 operational vehicles. This investment will ensure
the ambulance fleet is maintained and that public and paramedic safety
and operational requirements are met.
