The 2004-05 State Budget provides a total investment
of $355 million for capital projects in human services. These projects
confirm the Government’s commitment to providing the infrastructure
to deliver high quality, accessible health and community services.

The Alfred Centre - $60 million
The Government has committed an additional $60 million in 2004-05
to establish a new purpose built Centre for Elective Surgery at the
Alfred Hospital (CESA). The Alfred Centre will offer new beds for
same-day and multi-day surgery, imaging facilities, operating theatres,
an endoscopy suite, cardiac catherisation laboratories and pre-admission
clinics.
The new centre will have the capacity to treat over 20,000 inpatients
and 28,000 outpatients per annum. This project will enable an additional
4,000 elective surgery cases to be undertaken per year, increasing
Victoria’s capacity for elective surgery by 3.4 per cent.
The Alfred Centre (CESA) is a significant health service project
for Victoria and will improve the ability of the health system to
respond to ongoing demand for elective surgery. It will also promote
advances in technology and clinical practice. The Centre signals
a new approach to service and care delivery in Victoria, designed
to provide access for waiting list patients requiring treatment and
care by providing a streamlined diagnostic and treatment pathway
for patients.
Dandenong Hospital Redevelopment Stage 2 - $15 million
Funding for the redevelopment of Dandenong Hospital will complete
the Stage 2 Redevelopment of the Hospital ($19 million has been endorsed
in previous budgets). The funding will enable fitout of 72 new and
replacement acute beds, provision of 2 additional theatres and refurbishments
of Coronary Care and Preoperative facilities.
Royal Melbourne Hospital Stage 3B - $9.2 million
Funding is allocated to complete the inpatient renovation at the
Royal Melbourne Hospital with the fit out of 60 beds in the Ward
5 South Block. The modern ward design will improve flexibility in
bed management and improve quality of care at the hospital. The funding
will also address refurbishment of the pharmacy, and fit out of pedestrian
links between the South Block and the Clinical Services building.
Banyule Community Health Service - $11.5 million
$11.5 million is allocated to redevelop the Banyule Community Health
Service. As part of the redevelopment, existing buildings will be
demolished and a new two-storey building constructed, including car
parking. The land will be acquired from the Office of Housing and
the City of Banyule. The redeveloped facilities will provide community
health, dental health and primary care services.
Super Clinics - $8 million
The 2004-05 State Budget provides $8 million to commence the establishment
of Super Clinics. This funding will be used for land acquisition
and development of detailed designs for Clinics in Craigieburn, Melton,
and Lilydale.
The Super Clinics will provide specialist ambulatory diagnostic
and treatment services in accessible locations in outer Melbourne,
at a total cost of $40 million. The Clinics will deliver care tailored
to treat the multiple care needs of patients in a single location,
offering flexible operating times, focus on individual care planning
and access to state of the art medical equipment. The Super Clinics
will treat people with complex medical conditions that require specialist
intervention, but not hospitalisation, and are expected to reduce
the number of avoidable hospital admissions.
The Super Clinics will also provide an alternative to treatment
on busy hospital sites consistent with the Metropolitan Health Strategy
and the Government’s LFS commitments.
Radiotherapy Machine Replacement Stage 2 - $5.5 million
An extra $5.5 million is allocated to replace two linear accelerators
and one CT Simulator at the Peter McCallum Cancer Centre. The funding
expands upon Stage 1 funding endorsed in 2003-04 for radiotherapy
machine replacement at the Alfred Hospital and Austin Health.
Doutta Galla Community Health Service - Niddrie - $2 million
The 2004-05 Budget provides $2 million for a new purpose built
facility at the Doutta Galla Community Health Service - the project
is a joint project with the Moonee Valley City Council which is also
contributing land and funding. The facility will enable increased
and more appropriate provision of primary health services to the
people of Niddrie and surrounding areas and create an integrated
community facility that delivers a comprehensive range of community,
health and welfare services.
Rural Capital Works 2004 / 2005
Grace McKellar Centre - $50 million
The Government has made a significant commitment to improving services
for senior Victorians and this is continued with funding for the
next stage of redevelopment of the Grace McKellar Centre. This stage
includes construction of new facilities to accommodate 153 residential
aged care beds (including 45 complex care beds), construction of
the Community Rehabilitation Centre, medical imaging and cafeteria
and refurbishment of existing buildings for associated services (including
amenities, library and pharmacy). Also supporting the first stage
of redevelopment of accident and emergency facilities at Geelong
Hospital, this project phase will relocate the Barwon Health kitchen
to the Grace McKellar site.
Geelong Hospital Radiotherapy Services - $18 million
Funding of $18 million has been provided for the expansion and
refurbishment of the existing Andrew Love Cancer Centre facility,
including the construction of two new radiotherapy bunkers, expanded
patient, clinical and support accommodation and a new CT simulator.
The funds will also be used to replace outpatient accommodation and
client car parking to support the expanded services. This funding
is in addition to a Commonwealth Government contribution of $2 million.
Colac Area Health - Polwarth Nursing Home - $14 million
Funding of $14 million has been provided to redevelop aged care
facilities at the Colac Hospital. The redevelopment will include
demolition and construction works to provide a new 75-bed residential
aged care facility.
Latrobe Regional Hospital - Cancer Treatment Centre - $11 million
Funding of $11 million is allocated to establish a Cancer Treatment
Centre at the Latrobe Regional Hospital to deliver more accessible
and coordinated cancer treatment services. This funding is in addition
to a Commonwealth Government contribution of $10 million. The Centre
will include: a new radiotherapy facility, comprising two bunkers;
expansion and co-location of chemotherapy services; and relocation
of dialysis and oncology specialist clinics to new premises within
the radiotherapy and chemotherapy precinct.
Yarrawonga District Health Service Redevelopment - Nursing Home
and Acute Services - $10.5 million
Funding for the redevelopment of the Yarrawonga District Health
Service is provided as part of the Government’s ongoing commitment
to the upgrading of aged care facilities. The project involves: the
construction of a new 30-bed residential aged care facility; commencement
of the staged redevelopment of the acute services building, including
the construction of a new 21-bed inpatient ward unit; and other related
temporary and site infrastructure works. This project is a component
of the $70 million commitment in LFS 2002 to “rebuild Rural
Nursing Homes”.
Redevelopment and upgrade of community based Supported Accommodation
- $10 million
Funding has been provided to undertake priority upgrade and redevelopment
works in government owned Disability Services’ Community Residential
Units. The investment will fund a broad range of high priority works
identified in a fabric audit conducted in 2003. These measures are
aimed at improving the quality of accommodation for residents and
safety for staff.
Maryborough District Regional Health Redevelopment Stage 2 - $9.5
million
Funding has been made available for works that will substantially
redevelop existing facilities at Maryborough Hospital to provide
a fully integrated flexible health service. Stage 2 of the redevelopment
includes: reconfiguration of existing acute wards and new construction
to provide 35 multi-day acute beds, 6 same-day acute beds and 3 dialysis
places; upgrade of accident and emergency, birthing, medical records,
pharmacy and dental, relocation of allied health and community health;
and provision of a new rural ambulance facility.
Latrobe Regional Hospital - Latrobe Valley Community Mental Health
Centre, Traralgon - $8 million
Funding is allocated to redevelop the former Traralgon Hospital
site to establish the Latrobe Valley Community Mental Health Centre.
The Centre will provide a range of integrated mental health services
for the Gippsland region. The project involves relocation of the
Latrobe Valley Community Mental Health Centre, and the Regional Mental
Health Medical and Support Services to purpose-built facilities and
the provision of a new purpose-built 14 bed Regional Community Residential
Care Unit.
Echuca Regional Health Acute Redevelopment - Theatres - $7.7 million
$7.7 million is allocated to initiate the first stage of redevelopment
of acute facilities at the Echuca Regional Health site. Stage 1 involves
redevelopment of the Operating Theatre Suite, Central Sterile Supply
Department, Day Procedures and Mortuary, relocation of the Pathology
Unit and associated works.
Seymour District Memorial Hospital - $5 million
An allocation of $5 million is provided for the construction of
a new 30-bed residential aged care facility and associated site works
at the Seymour District Memorial Hospital. This project is a component
of the $70 million commitment in Labor’s Financial Statement
2002 to “rebuild Rural Nursing Homes”.
Goulburn Valley Dental Health Services Shepparton - $3 million
Funding is provided at Goulburn Valley Health Service to support
a new rural dental clinical school with an expanded number of dental
chairs. The project will establish a new 12-chair dental facility
at Goulburn Valley Health and an additional chair at Rumbalara Aboriginal
Co-Operative. Rural ambulance services vehicle replacement Funding
of $2.5 million is allocated to meet immediate ambulance replacement
needs in rural Victoria.
Rural Ambulance Services Vehicle Replacement - $2.5 million
Funding is provided for 22 new vehicles to meet immediate ambulance
replacement needs for Rural Ambulance Victoria.
Ambulance services expansion - $5 million
Capital funding is provided in this year’s Budget to expand
ambulance service infrastructure. Funding will support the enhancement
and expansion of ambulance services in Ballan, Brimbank, Broadmeadows,
Geelong, Glen Iris and Kangaroo Flat. Funds will also be invested
in new vehicles and medical equipment for the Community Emergency
Response Teams at Nangiloc, Nagambie, Birchip, Boort and Lang Lang.
These teams provide basic life support and first aid care in the
local community until the ambulance arrives.
Statewide Projects
Medical equipment - $25 million
An extra $25 million is allocated across acute health, aged care,
public health and dental services for the replacement, upgrading
and provision of medical equipment. This funding reflects the Government’s
continuing commitment to replace and upgrade medical equipment in
health care facilities.
Statewide Infrastructure Renewal Strategy - $20 million
This Strategy will address immediate and vital infrastructure upgrade
and replacement needs across a range of Metropolitan and Regional
health services. $20 million is allocated for initiatives that support
the statewide infrastructure renewal strategy in 2004-05.
Energy Infrastructure Facilities Stage 1 - $10 million
Funding is provided to begin the first stage of works to procure
an upgraded energy distribution infrastructure for the Royal Melbourne
Hospital and the co-located Royal Women’s Hospital to ensure
safe continuity of energy supply to the Royal Melbourne health precinct.
Placement and Support Residential Facility Renewal Strategy -
$10 million
An additional $10 million is allocated to improve the quality and
standard of residential facilities that provide out-of-home placement
and support for children in care. The new funding will enable construction
of 11 new facilities on new sites and refurbishment of 2 existing
facilities (providing 47 places for children and young people in
total). Funding will also enable detailed planning and preparation
for the next stage of strategy implementation.
Fire Risk Management Strategy - $9 million
This funding completes the Government commitment to fire safety
upgrade works to ensure that residential care facilities for which
the Department is responsible provide an appropriate level of safety
from the risk of fire for its clients, staff and visitors ($148.5
million has been allocated in previous budgets). This final funding
will complete required fire safety upgrade works on metropolitan
acute, aged care and mental health services premises.
Children’s Cancer Treatment Facilities Upgrade - $6 million
Funding of up to $6 million is provided for new cancer treatment
facilities at the Royal Children’s Hospital. The funding will
match private donations dollar-for-dollar. The new facilities will
provide a more comfortable and spacious environment for children
and their parents, and provide improved facilities for parents to
accompany their children while they are receiving treatment.
Paediatric Intensive Care Services - $4.15 million
As part of the Government’s Caring for Children Package,
funding has been allocated to establish four paediatric intensive
care beds at Monash Medical Centre, expand neonatal intensive care
units by up to nine cots and replace outdated equipment in neonatal
intensive care units.
Depaul House Residential Drug Withdrawal Facility - $2.5 million
Funding is allocated to enable the establishment of a purpose built
facility in Fitzroy to provide a 12-bed adult residential withdrawal
unit, an assessment centre, counseling services and facilities for
education and training of workers in the field of substance abuse.
Dental Health Expansion and Upgrades - $2.5 million
Funding of $2.5 million is allocated to expand dental health services.
The extra funding will deliver: 10 dental chairs at new premises
in Box Hill; 4 dental chairs at refurbished and extended premises
in Ashburton; and 4 dental chairs at new premises in South Melbourne.
The dental services will be integrated with other primary, community
health, family and aged care services.
