Public Hospitals & Health Services - Capital Projects

The 2003-04 budget provides a total of $305 million for capital projects in the Department of Human Services. The various projects reflect the Government's commitment to build new health and community facilities and other infrastructure across the State, based on modern service models and needs for the future.

Monash Medical Centre, Moorabbin Hospital Radiotherapy Service - $19 million

Funding has been provided for the construction of two new radiotherapy bunkers and the fit out of one bunker with a linear accelerator (in addition to the existing two machines) for the Moorabbin Hospital Radiotherapy Service. This expansion of services will assist in meeting the current and forecast future demand for radiotherapy enabling increased service capacity for the existing radiotherapy service and allowing for future expansion into the second bunker, as demand requires. This expansion will allow service continuity during upgrading or replacement of machines in the existing bunkers.

Radiotherapy machine replacement - $10 million

An extra $10 million is allocated to replace ageing equipment at the Alfred Hospital and Austin Health to enhance existing radiotherapy services. Two linear accelerators and one CT simulator will be provided for the Alfred Hospital, and one CT simulator for Austin Health. These replacements will give access to current technologies and allow these hospitals to achieve optimal patient outcomes and improved patient throughput.

Werribee Mercy Hospital - $10 million

Funding has been allocated to expand the Werribee Mercy Hospital to handle a greater emergency department caseload, increase the level of day surgery cases and increase the number of inpatients treated each year. The funding will be used to expand the emergency department to provide 25 cubicles (including procedure rooms, special purpose rooms and three resuscitation bays) expansion of the existing operating theatre suite and recovery areas, provision of a new four-bed High Dependency Unit and construction of a purpose built ten-bed palliative care unit.

Mental Health Service for Kids and Youth, Stage 2 - $7 million

Funding has been allocated for the next stage of the integrated Mental Health Service for Kids and Youth in Footscray. The Stage 1 development of the inpatient unit has just been completed.

The Stage 2 development will accommodate education, day programs, clinical support, case management and clinical research services. Stage 2 also includes funding for detailed service and master planning of the Poplar Road Parkville site. The detailed planning will establish the future of this site for complementary purposes including the ORYGEN Research Centre and services for complex clients from a range of departmental programs.

Dandenong Hospital Stage 2 - $9 million

Further funding has been allocated to continue the redevelopment and expansion of acute facilities at the Dandenong Hospital. The new funds will place the hospital in a better position to address increasing demand pressures in the region.

Moorabbin Elective Surgery Service - $3 million

$3 million has been allocated for the Moorabbin Hospital Elective Surgery Service development to increase the number of elective surgery patients able to be treated at Moorabbin. This will fund the construction of a new operating theatre to replace an existing facility, double the capacity of the High Dependency Unit to accommodate four beds and improve the facilities for the management of day cases.

Planning For Future Box Hill Hospital Redevelopment

The 2003-04 budget provides $2 million over two years for the planning and design stages of a major redevelopment of Box Hill Hospital. The redevelopment is part of a wider commitment to rebuild public hospitals in Melbourne's suburbs to meet future demand for services.

The redevelopment will enable the hospital to meet projected future service requirements. It will improve the capacity of Box Hill Hospital to manage demand for elective surgery access as well as meet emergency demand.

The funding will be used to prepare a detailed proposal for the redevelopment of Box Hill Hospital.

Rural Capital Works 2003 / 2004

In the Victorian State Budget 2003-2004, the following initiatives were announced in relation to Victorian Rural Public Hospital Capital Projects:

Residential Aged Care Strategy- $25.5 million

The Government has continued its commitment to upgrade existing aged care facilities with the allocation of a further $25.5 million to the Residential Aged Care Strategy, in addition to the $112.5 million allocated during its first term of office. The current funding will enable:
Construction of a new 30 bed high care residential aged care facility along with kitchen and associated works integrated with the existing Red Cliffs Nursing Home replacing an existing off-site 30 bed,

  • Construction of a new 30 bed high care residential aged care facility along with kitchen, some relocated acute facilities and associated works at the Numurkah Nursing Home to replace the existing facility,
  • Upgrading of facilities at the Darlingford Upper Goulburn Nursing Home with construction of an additional 20 bed low care residential aged care unit along with some refurbishment of the existing 30 high care bed facility
  • Expansion of nursing home facilities at Andrews House in West Gippsland with the construction of an additional 20 bed high care residential aged care along with activity center.

Nhill Hospital - $8.5 million

This investment will redevelop the hospital to improve service standards and the quality of the Hospital environment. The redevelopment involves a combination of refurbishment of existing fabric and new construction to provide a 35 bed multi-purpose ward consisting of 31 multi-stay beds and 4 day recovery beds, improved Theatre Suite, a Day Procedures Unit, upgraded Emergency Department and upgrades to a range of associated hospital services.

Health Care Services – Infrastructure Renewal - $16 million

This government has a continuing commitment to ensuring the robustness and viability of the health services asset base and has allocated a further $16 million to a Renewal and Replacement program to replace or renew building and engineering components and systems that support health service activities.

Other Funding

Further asset investment funding of $0.4 million has been allocated for the expansion Rural Ambulance Victoria services at Omeo and Mallacoota.

Statewide Projects

Health care services - infrastructure renewal - $16 million

This government has a continuing commitment to ensuring the robustness and viability of the health services asset base and has allocated a further $16 million to a Renewal and Replacement Program. The program will replace or renew building and engineering components and systems that support health service activities.

Fire Risk Management Strategy - $10 million

Funding of $10 million has been allocated to the continuing roll out of the Fire Risk Management Strategy. This will enable completion of all upgrade works required for aged care facilities and some of the works required in acute facilities. All upgrade works identified as necessary to premises providing Disability Services and to department-owned facilities providing Youth and Family Services have now been completed through previous
funding allocations.

Health ICT Strategy - $138.5 million

Significant funding is provided for the Health Information and Communication Technology (ICT) Strategy to roll out an integrated approach to the implementation and ongoing support of health information systems, business applications and their underpinning technology. The total budget for the Health ICT Strategy is $323 million. Under the Health ICT Strategy, the Government will remove obsolete, aged products and invest in new systems, based on accepted interoperability standards covering hospital administration systems, clinical systems and electronic medication ordering. Preference will be given to technology that will support the transformation of health care delivery in the future, including systems that support the sharing of electronic health records between services.

The Health ICT Strategy will be delivered through a shared support services model, with Data Centres to be established that will facilitate the implementation and support of the improved technological applications across various health sectors. Funding will be made available to agencies contingent on their commitment to the guiding principles and conditions set out in the strategy.

Electronic prescribing in key Victorian hospitals - $21 million

Funding is provided to establish Australia's first electronic prescribing program in key Victorian hospitals. The program will assist clinicians with in-patient care by providing timely alerts for prescriptions and eliminating handwriting miscommunication errors. The outcome will be a new and safer way to care for patients who require medication as part of their clinical treatment. In addition to the $21 million in capital funds, a further $3 million is provided to meet ongoing operating costs.

Victorian Foundation for Survivors of Torture - $5 million

The Victorian Foundation for Survivors of Torture will be relocated from its present site in Parkville to a new 950 square metre purpose built facility in the Brunswick precinct. The relocation will enhance the service's capacity to provide an innovative, integrated framework for responsive service delivery.

Medical equipment - $22 million

The Government continues its commitment to the upgrade and replacement of medical equipment in health care facilities with the allocation of a further $22 million to be distributed across the sector in 2003-04.
