Hospital Circulars Main Index < Hospital Circulars 2005 Index < Hospital Circular 01/2005Date Issued: 28 January 2005 Enquiries: Head Office Subject: Cost of Additional Public Holidays Gazetted by the Minister for Small Business for 2004/05 Christmas/New Year Period A costing template is attached (Attachment A) for completion by the health services named in Attachment B. In seeking this data, the Department stresses that the information being sought from these health services will be used only to inform discussions between the Department and Central Government agencies as to the likely additional cost to be borne by the health sector. The template is not to be viewed as a claim for funding. However, failure by a named health service to return a completed template may preclude that agency from benefiting from any funding made available for this issue. The template seeks to quantify the level of impact on each health service of the additional public holiday entitlements applying to health service employees arising from the declaration by the Minister for Small Business of public holidays to be observed in Victoria over the 2004/05 Christmas/New Year period. The Department also emphasises that any subsequent funding released to health services relating to this matter will be solely directed to the issue of “actual additional costs” arising from the Minister’s declaration. That is, available funding will only be directed to the actual instance of a higher rate of pay applying to an employee on one or more of the days identified in the declaration than would otherwise have been payable to that employee on that day in the absence of the declaration. In practical terms, this means that where the declaration resulted in say an employee being entitled to payment of a penalty loading of 250% on a day where he or she would otherwise have only been entitled to payment of a penalty loading of 150%, available funding will be related only to the additional 100% of penalty loading. The template seeks to make identification of this additional amount more evident. In must also be noted that the issue of “actual additional cost” relates only to those days as declared on which an employee would not otherwise have received a public holiday related benefit. For example, a Registered Division 1 Nurse, working in a seven-day unit, would otherwise under his or her Award have been entitled to public holiday benefits on 26 December 2004 and 1 January 2005 (as well as on 25 December 2005 which was not a day identified as a public holiday in the Minister’s declaration). Therefore, there should be no additional costs arising from, or funding expected with respect to, those particular days. It is essential that health services return their completed template to the Department by no later than Friday 25 February 2005.
