Previous reviews of Victorian HIV Service - background information

In 2004, DHS and Bayside Health agreed to undertake a review of the Victorian HIV Service at The Alfred. The review aimed to:

  1. Clarify the roles and responsibilities of the Victorian HIV Service at The Alfred.
  2. Identify gaps in HIV services currently provided by The Alfred.
  3. Make recommendations to better meet service demand in future years.

The review was planned in two phases:

  1. Phase one, the development of key recommendations and a consultation paper.  The consultation paper was completed in March 2005.
  2. Phase two, community consultation on the issues raised in the paper and proposed future directions for the service provided at the Alfred.  The final report from this phase was completed in December 2005

Phase one Development of recommendations for the Victorian HIV service at The Alfred.

This phase of the review was the development of a consultation paper that includes a set of draft recommendations for changes to the current service model for The Alfred.  An outcome of this phase of the review was the development of 20 recommendations for a revised service model that will meet the changed and changing needs of HIV clients into the future.  The Alfred prioritised the recommendations and these were then taken to the filed as the basis for the community consultation phase of the review.

Phase two. Community Consultation

The Alfred’s identified priorities for service development over the next 3 to 5 years were presented to the field for discussion during the community consultations.  This consultation phase aimed to ensure that the proposed future directions for the service at The Alfred meet community needs and expectations.  The final report, Community consultation on the review of the Victorian HIV/AIDS service at the Alfred, makes five key recommendations aimed at implementing change in future service directions, including issues relating to:

  • service monitoring
  • service provision
  • workforce development and capacity.

Implementation will commence in September 2006 with the development of an integrated service model for the provision of HIV services.

Victorian HIV Integrated Service Model

The Integrated Service Model project is a method of a coordinated and streamlined health system for people living with HIV/AIDS (PLWHA). This system would be relevant to the current needs of PLWHA and to the needs of those engaged in the provision of HIV care, and would have the flexibility to respond to future needs.
