The study uses the methods developed for the Global Burden of Disease Study adapted to the Victorian context. It provides a comprehensive assessment of the amount of ill health, the 'burden of disease', in Victoria, Australia in 1996 and projected to the year 2016. Mortality, disability and illness arising from over 130 diseases, injuries and risk factors are measured in Disability-Adjusted Life Years (DALYs). The mortality component of the burden of disease, the Years of Life Lost (YLLs), is the topic of this first report. Contents

Victorian Burden of Disease study: MorbidityAbout the reportThis report is the second of a series of publications about the Victorian Burden of Disease Study. The study uses the methods developed for the Global Burden of Disease Study adapted to the Victorian context. It provides a comprehensive assessment of the amount of ill health, the 'burden of disease', in Victoria, Australia in 1996 and projected to the year 2016. Mortality, disability and illness arising from 175 diseases, injuries and ten risk factors are measured in Disability-Adjusted Life Years (DALYs). The morbidity component of the burden of disease, the Years Lived with Disability (YLD), is the topic of this second report. All calculations of DALYs (YLD and YLL) presented in this report can be downloaded as self-extracting Zipped Excel and Dismod files. Dismod is a shareware software program developed at Harvard University that allows one to find a set of incidence rates by age that match observed prevalences, given estimates of remission rates and cause-specific mortality risk derived from population data or epidemiological studies. This is a challenging responsibility as limited resources are stretched to respond to competing demands resulting from waiting lists, advancing medical technology, lobby groups, existing services and research proposals - to name a few. The decisions about what to fund are complex while traditional information sources do not supply us with comparable facts or figures to help make informed choices. To provide more meaningful planning data, the Department of Human Services (DHS) and the Southern Health Care Network (SHCN) have worked together to create new knowledge to inform decision making on the allocation of health finances.
