Picture Archive and Communications System (PACS)
What is a PACS?
A Picture Archive and Communications System (PACS) is comprised of hardware and software that enables digital communication, archiving, processing and viewing of images and image-related information. It plays a key role in provision of clinical information in the form of images and reports to informed decision-making and provision of care.
Project Status
Synapse by Fujifilm Australia was selected as the HealthSMART PACS solution. Synapse supports the delivery of diagnostic imaging services without the need to rely on film.
The modalities included in the Project’s scope include:
- x-ray
- CT
- MRI
- Ultrasound
- Nuclear Medicine.
The Project’s scope did not include upgrading (except where interface development was required) or replacement of related systems, such as:
- Radiology Information System (RIS)
- Specialist modalities e.g. CT, MRI
- Digital Radiology.

- Royal Melbourne Hospital
- Barwon Health
- Royal Children’s Hospital
- Western Health
- Bendigo Health
- Peninsula Health
The current PACS portfolio was wound up in September 2008 after coordinating successful implementations at the above agencies. A number of other agencies are actively considering transitioning to these products.
Relationship with HealthSMART
Picture Archive and Communications Systems were not included within the scope of the HealthSMART program. The project did, however, follow the principles of the HealthSMART program and was managed through the OHIS.
Digital Diagnostic Imaging
The Royal Australasian College of Surgeons (RACS) has established a Digital Imaging RACS Working Party to develop and review guidelines for the transition to digital imaging and advise Australian governments, providers, clinicians, hospitals and funding authorities on current and progressive minimum standards for diagnostic imaging with a patient care focus.
