HealthSMART’s Design Authority
Technology and Design
The SUN JCAPS Java Integration Engine toolset is used as the EAI solution toolset. This toolset is a mature industry standard toolset that is geared toward the needs of application to applications and business to business interoperability. The EAI is compliant to current SOA, BPEL and Publish and Subscribe standards, and addresses most application interoperability needs. The technology delivers provider and patient identifier matching capability as well as other functions required for interoperability in the health environment.
Scope
Applications are implemented for the following types of health agencies:
- Inpatient (acute and non-acute) health care agencies
- Outpatient/specialist health care agencies
- Community health care agencies.
Via a clear definition of standards, application services providers will focus on developing common and well understood implementation of event message interoperability. This clarity has not been available in the past, and has hampered HL7 standardisation across the health sector.
OHIS has implemented EAI solution for the HealthSMART application suite, this infrastructure is used to distribute and receive messaging to/from health services that implement HealthSMART applications. Health services must implement a local EAI solution to address the local needs of the health service.
Out of Scope
Software applications and/or systems that have not been selected through a HealthSMART tender process or are not being delivered through the HealthSMART Services shared services centre are considered to be out of scope.
JCAPS Business Integration Suite
The JCAPS Business Integration Suite is available to all health services, the conditions of use can be discussed with OHIS. JCAPS installation and knowledge transfer for the use of the toolset is provided to health services at no cost. It is however the responsibility of a health service to provide hardware for JCAPS and resources to develop health service specific interfaces. OHIS will provide suggestions, guidelines and recommendations to assist agencies and health services with their integration needs.
Knowledge Management
The Design Authority provides a number of services to assist in the continued use of EAI technologies and advancement of skills and expertise in this area. Core architecture has been designed and implemented by the Design Authority for the health sector. This architecture is readily available to all Victorian health services. The architecture delivers core interface and interoperability capability such as message delivery, auditing, alerting, etc.
The Design Authority also provides a knowledge transfer process to all Victorian health services. This is geared toward the JCAPS EAI and assists health services in being effective in the use of JCAPS in a short timeframe. A methodology that is specific to EAI development is made available to health services via this process, and is encouraged to be used by health services as part of their quality processes while they implement HealthSMART applications.
