HealthSMART HL7 2.4 Implementation Guide (Standard)

The HealthSMART HL7 2.4 Implementation Guide (the HealthSMART Standard) is the definitive usage of the HL7 2.4 Standard for applications that send and receive HL7 to HealthSMART applications. HealthSMART houses the core financial, human resource, patient, client and clinical applications used by public health services in Victoria. The HealthSMART Standard currently covers the following functions and setting:

• Patient management
• Admissions, transfers and discharges
• Theatre
• Waiting list
• Outpatient scheduling
• Discharge summary
• Pathology and imaging results.

The HealthSMART Standard has been developed to ensure that a clear understanding of HL7 and its usage is available to rural and metropolitan Victorian health services, as well as other entities or applications that interact with HealthSMART. It has been developed in conjunction with the Systems Integration Advisory Committee (SIAC). Associated functional user guides are made available to health services implementing HealthSMART applications.

The HealthSMART Standard has also been initiated to provide a clear and concise usage of HL7 in Victoria. In the past a variety of different interpretations of the Australian HL7 standard have been made, this has lead to a low level of “plug and play” interoperability across applications using HL7.

In the very near future, releases of the standard will include:

• Orders messaging, imaging and pathology
• eReferral messaging, including (VSRF and SCTT)
• Medications management messaging.

We would appreciate your feedback on the HealthSMART Standard. It is an active and evolving standard which can only be enhanced with broad discussion by all interested parties.

Comments will be reviewed by HealthSMART Design Authority and SIAC and where appropriate, enhancements will be made to the HealthSMART Standard in line with the formal governance process overseen by SIAC.
