Solution Architecture

The documents below provide health service chief information officers (CIOs) and other health service stakeholders with ICT responsibility an overview of the HealthSMART application solution design principles and approach. A specific focus is applied to the HealthSMART application suite and the interaction with other health service applications.

The HealthSMART application configuration/approach design principles are:

• An enterprise implementation planning study (EIPS) is normally performed prior to application design being undertaken
  
  
• HealthSMART applications follow a statewide design methodology. Sector statewide working groups are established to determine the relevant configuration for each HealthSMART application, the Victorian application landscape is assessed prior to performing this design. HealthSMART statewide footprint teams have been established to manage application design within the Office of Health Information Systems (OHIS)
  
  
• HealthSMART performs an IPS with a heath service prior to implementing a HealthSMART application. This process is used to enhance the statewide footprint, identify and cost significant gaps for implementation and to inform health service business cases
  
  
• HealthSMART attempts to follow international, national, and Victorian standards. In many instances standards are not adequate, well established or may conflict with each other. HealthSMART has assessed and utilised the practical standard that applies to the current implementation timeframes. It is anticipated that standards will change over time and HealthSMART is designed to be flexible with this environment. However, decisions made in an implementation phase may restrict the level of configuration and change available as agencies move forward with a particular application.
