This Award, presented by the Secretary, Department of Human Services, will recognise an initiative that is improving the health and wellbeing of Aboriginal in Victorian. Unlike the other award categories, the Secretary’s Award invites entries from new and established initiatives and programs that are deserving recognition.
Entries for the 2009 Victorian Healthcare Awards must be submitted through the online submission system using the official entry forms.
One supporting document (up to three A4 pages) in the form of graphs, charts, tables or other illustrative material is permitted with the official entry.
Important entry information
The entry terms for the Secretary’s Award have changed in 2009. The Secretary’s Award invites entries from new and established initiatives and programs that are deserving recognition. Entries in the Secretary’s Award can also be entered in the Category Awards.
The Secretary’s Award provides an opportunity to recognise innovative initiatives, programs or services that are in the early stages of implementation, and worthy of recognition – as well as established programs that have demonstrable outcomes.
To be eligible for the Secretary’s Award, you must submit an entry using an official Secretary’s Award entry form.
The judging panel for this Award will have experience and expertise in judging aboriginal health and wellbeing initiatives.

Assessment criteria
The following criteria, will be used to determine the winner of the Secretary’s Award.
- Objectives
- Do the objectives clearly address the problems identified?
- How do the objectives ‘fit’ with the organisational priorities?
- Methods
- Are planning processes clearly demonstrated in the submission?
- How has the patient/consumer been considered and included in the initiative?
- To what extent have the following values of the Department of Human Services been observed?
- Client focus: work towards improving the health and wellbeing of clients and the community. Clients can be individuals, families, populations, service providers and staff.
- Professional integrity and respect: act impartially, treating all people with dignity and respect.
- Quality: strive to do your best and improve the way you do things.
- Collaborative relationships: work together to achieve better results.
- Responsibility: commit to the actions to achieve the best possible outcomes for our client.
- Service improvement and innovation
- Has the initiative been able to show improvements in health outcomes, patient experience or organisational outcomes?
- How was the approach different from any previous attempts to improve the service, system or area?
- Outcomes
- Has the submission provided evidence of improvement?
- What other information has been provided to illustrate the success of the initiative?
- Status and sustainability
- Has sufficient consideration been given to the sustainability of the initiative?

Entry steps
- Step 1: Download the PDF entry form guide and review the submission requirements and conditions of entry.
- Step 2: Consult with your chief executive’s or equivalent’s office and seek authorisation to submit an entry. For multi-campus and multi-service organisations, the authorising chief executive should be the head of the overarching health service.
- Step 3: Register your details with the 2009 Victorian Public Healthcare Awards online submission system. An official entry form (word document) and instructions on the submission steps will be emailed to you.
- Step 4: Complete the Secretary’s Award entry form and have it approved by the chief executive or equivalent. One supporting document containing up to three A4 pages (including graphs, charts, tables or other illustrative material) can be included.
- Step 5: Submit the entry by 6pm 10 June 2009 through the online submission system.
