Victorian Home & Community Care (HACC) Program Manual February 2003 including HACC fees policy and HACC unit prices

As of the 2007-08 financial year the schedule of fees and HACC unit prices will be updated annually. The unit prices will be updated in September to be effective from 1 July. The fees and income ranges will be updated in January and be effective as of January 1 of each year. This brings us in line with the updating of the Centrelink figures for income ranges which come into effect as of January 1 of each year. As of 1 January 2008, HACC fees will be rounded to the nearest 10 cents to simplify the determination of fees. We have updated the fees and income ranges published on the web to reflect these changes.

Assistance with medication by HACC Community Care Workers September 2009

This advice supplements the HACC Personal Care Policy in the Victorian HACC Program Manual (Chapter 7.6). This September 2009 advice updates the advice of May 2008 by including reference to competency units in CHCO8 Community Services Training Package, which was endorsed in December 2008.

HACC fees 2009 and unit prices 2009-10

The schedule of fees will be updated in January and the HACC unit prices will be updated in September each year.  The fees and income ranges will take effect as of 1 January each year.

Framework for Assessment in the HACC Program

The Framework for Assessment in the HACC Program was published in 2007. The HACC Assessment Framework sets out program policy for Assessment as a HACC funded activity and details the requirements for Living at Home Assessments. Key components of a Living at Home Assessment include holistic assessments of need, service-specific assessments, care planning and care coordination. The HACC Assessment Framework replaces Section 7.3 Assessment and Care Management, of the HACC Program Manual. Distribution of the manual

  • Two hard (paper) copies of the Manual were sent to each HACC funded agency in late April/early May 2003.
  • To receive a hard (paper) copy or additional copies, email your name, agency name (if applicable), postal address and how many copies you would like to Christine Adams by email at Christine.Adams@dhs.vic.gov.au. Please allow two weeks delivery time.

Amendments as at December 2005

The manual will be regularly updated and the updated manual will be placed on this website. As an interim measure while the current manual is being updated the following amendments have been placed on this website.

  • HACC unit prices have been indexed for 2009-10. A PDF list of the 2009-10 HACC unit prices can be found above.
  • Page 14 of the Victorian Home and Community Care (HACC) Program manual February 2003 sub section 2.11.4 Commonwealth Community Aged Care Packages states that consumers receiving these packages can only access HACC Program funded nursing services subject to relative need considerations. This has been changed. Consumers receiving these packages can access HACC Program funded nursing services and allied health services subject to relative need considerations. The next updated manual will include this change.
