Annual Plan

The Commonwealth and State Governments jointly fund the HACC Program.  The administrative framework for the HACC Program is governed by the HACC Amending Agreement and the HACC Program Management Manual.

The HACC Program was introduced in 1985.  Both State and Commonwealth Governments allocate growth funds each year.  Under the terms of the Agreement, Commonwealth and State Government Ministers jointly agree on an Annual Plan for the allocation of additional services.  The Annual Plan sets out information on the outputs, service mix, level and quality of services to be provided within a financial year.

Victoria operates on a three year planning cycle.  NOTE: Victorian HACC Plans for the first triennium 2003-06, detailing allocation of growth funds are available. Towards the end of the first triennium in 2003-06, Victoria undertook consultation with the HACC sector over 12 months to review the outcomes over the past three year period and to develop priorities for the successive triennium.  The priorities for 2006-09 were announced by the State Minister in April 2006.

There are three funding priorities for 2006-09 with an overarching priority for Equity.  The aim of the current triennium is to reach defined equity benchmarks for metro and rural regions while expanding HACC basic services and enhancing access to these services for the Culturally and Linguistic Diverse population and Aboriginal clients.

The Victorian HACC Program Annual Plan for 2007-08 was approved by both the State and Commonwealth Ministers in late 2007.

Regional plans

The priorities were used by all eight regions in Victoria to set goals for service expansion, subject to State and Commonwealth Government budget decisions each year on the allocation of growth funds.  The purpose of Regional Plans is to target the expansion of HACC services where demand for services is greatest. Following consultation with the sector, Regions organise individual Annual and Triennial Plans, which form the basis for the Victorian Annual Plan.
