HACC budget 2003 - 2004Page content: Service expansion | Joint Australian & Victorian Government commitments | Victoria’s additional commitment Service expansionThe Victorian HACC budget for 2003 - 2004 was $358 million (full year effect), inclusive of indexation and growth. The HACC budget is comprised of Australian Government and Victorian Government funds allocated according to an agreed ratio and an additional Victorian contribution. The HACC Budget (consisting of Australian Government and Victorian Government funds) for 2004-05 is $335,626,000. The total Victorian HACC budget of $380 million, which includes an additional Victorian Government contribution, is currently being finalised. Joint Australian & Victorian Government commitmentsAustralian and Victorian Government commitment to growth in HACC service expansion was $11 million in 2003-04. Allocations on the basis of the Relative Resource Equity Formula (RREF) for each region are listed below:
Note: Growth allocations include those for the HACC Response Service. Growth funding for the HACC Response Service ($217,200) is not allocated
according to the RREF, rather a formula linked to growth in the Personal Alert

Victoria’s additional commitmentRedressing funds inequity between regionsThe Victorian Minister for Aged Care has allocated an additional $1m of unmatched Victorian funds to boost ‘HACC Basic’ services (see Priority 1 in Ministerial Priorities 2003-06) distributed as set out below:
This recognises the significant degree to which these regions have been under funded compared with other Regions. Improving services for people from culturally and linguistically diverse backgroundsThe Victorian Minister for Aged Care is committed to improving the responsiveness of mainstream HACC agencies to the needs of people from CALD communities. Consultations were held in August 2003 between the ethno-specific, multicultural and mainstream sectors to develop the Culturally Equitable Gateways Strategy. Research & developmentThe Better Planning and Funds Allocation for HACC in Victoria emphasised the need for solid evidence upon which to make decisions. Accordingly it is intended that non recurrent funds equivalent to 5% of growth funding be allocated to research and development in the HACC Program. Each region may allocate $30,000 of this fund each year for "local" initiatives. The remainder will be used to address statewide systemic questions. The statewide allocation for 2003-2004 was $1,693 million. Minor capitalThe intention is to allocate non recurrent funds equivalent to 1% of total HACC expenditure for minor capital.
