The Governance Reform Panel was established in May 2003 to strengthen capacity of Boards of Governance in Metropolitan Health Services and Victoria’s major regional hospitals. This included developing a framework to balance governance autonomy and accountability to the Minister for Health and to assess legislative and administrative adequacy that ensures timely and reasonable action by the Minister and the Department to ensure performance of health services.
