Heroin - Facing the issues

Introduction

Heroin - Facing the issues has been prepared by the Committee to stimulate informed discussion in the community regarding the issues which must be considered in developing new and improved strategies to deal with the increasing problems caused by drugs in our community. The paper pays particular attention to the issues of a local drug strategy and the proposed trial of injecting facilities on which the Committee must report to Government by the end of March 2000.

The paper follows the large number of submissions received by the Committee and preliminary discussion with experts and other key interest groups.
