Hospital Demand Management StrategyThe Hospital Demand Management (HDM) Strategy is a four-year funding strategy, implementing the recommendations of the Patient Management Taskforce. Its purpose is to enhance the capacity of public hospitals to meet the growth in demand for their services. In 2001-02, the state budget provided the HDM Strategy with $582 million in new funding over the four year period. This included $150 million over four years for the Hospital Admission Risk Program (HARP). In 2002-03, many projects initiated in 2001-02 received recurrent funding. A further $84 million funded new projects. As in 2001-02, packages of projects targetted to address local needs were negotiated with Health Services. A rigorous selection process has resulted in the Hospital Admission Risk Program funding further projects at each metropolitan Health Service, as well as through primary care agencies working in collaboration with Health Services.
