HARP Working Parties

The HARP Background Paper - March 2002 (PDF file icon PDF file 508KB) is the first component of an iterative process to build an evidence base around emergency demand focussed preventive initiatives. The Paper included high level analysis of datasets used within the Victorian public hospital system and drew together the literature reviews and consolidated reports that were relevant and available.

While there is some evidence regarding preventive strategies that are likely to be effective, there is a great deal more to be learnt about how best to manage people with identified risk of hospitalisation. It is particularly important that we are able to better determine what will be effective in the Victorian context.

In 2002 The Reference Group has established seven working parties to undertake detailed work in priority areas. The key purposes of these working parties are to:

  • Further develop our understanding of good practice and the arrangements that will support it,
  • Contextualise and ground this understanding in the Victorian health system,
  • Present the available data that will assist with identifying and targeting opportunities for preventive initiatives under HARP,
  • Inform the development of the guidelines for the 2003/04 HARP funding round,
  • Provide a resource to organisations that may respond to the 2003/04 HARP funding round, and
  • Identify broader issues for consideration by the HARP Reference Group.

Each of the Working Parties is:

  • Chaired by a member of the Reference Group and reports back to the Reference Group,
  • Producing a report addressing its specific objectives for release in March 2003, and
  • Supported by an independent consultant.
